I’m not really sure who Neal is as far as a factual history that is. I do know we are friends thru social media and that he’s an artist whose words and opinions I seem to really respect and dig… I dig his words enough to ask him these questions, and I reserved asking these questions to artists I find great, outspoken and prolific.
What is underground art?
Underground art is something that must be sought out, and doesn’t come with an explanation. It is more & more rare these days, as the media & technology have become better & better at co-opting the scenes that start cropping up. However, it is exactly this type of oppression that makes great fertilizer for such underground scenes.
Are there rules or a set of ethics to the underground?
Yes, but they differ from community to community. Part of being underground is a certain amount of autonomy from scene to scene, and thus they develop their own “Rules” quite independent of each other.
What is selling out?
Selling out is compromise where you know it isn’t needed and will only benefit you in a base & trite sense.

I’d have to say that It would be in conjunction with my failings as a human being, and that I haven’t articulated them well enough in a fashion that either eased others or diminished them in myself.

Art that panders to the grosser & baser side of human nature, art designed to bring out “Ugly” in people or situations, and Art that serves in the field or Propaganda for the State Machines.
